2.Purpose
The purpose of this Sources Sought is to conduct market research to identify parties having aninterest in and the resources to support a potential requirement for ground fuel products inKuwait. The information gathered will be used by the Government to determine the appropriateacquisition strategy, including whether a small business set-aside is feasible. The Government isinterested in responses from all capable businesses, including those in all socio-economiccategories.
3.Description of Requirement
DLA Energy has a potential requirement to procure Diesel Fuel (SFD) and Mid-UnleadedGasoline (MUM) for DLA Energy customers located in the country of Kuwait. The primaryplace of performance and delivery is Kuwait International Airport, Al Farwaniyah.

4. Requested Information for Capability Statement

2. Technical Capability & Experience:
• A brief description of your company's capabilities regarding technical ability, financial capacity and ability to perform to meet the requirements described in Section 3.
• Provide a current Certificate of Analysis (COA) or Certificate of Quality (COQ) for each fuel type.
• Provide a detailed Transportation Plan outlining your company's method for delivering the required fuel quantities to the specified location. Identify the specific types of fuel available for delivery and all possible methods of delivery (Example: Automotive – Tank Truck/Tank Wagon, Drums, ISO, Barge, Bags, Planes, Railcar) in Kuwait.
• Provide letters from your proposed suppliers confirming your supply arrangements.
• Evidence of approved access to Defense Biometric Identification System (DBIDS).

5. Important Notice on Future Solicitation Requirements
The information below is provided for planning purposes. Should DLA Energy issue a formal solicitation for this requirement, the following will be mandatory for award eligibility. Vendors interested in this requirement are strongly encouraged to begin the registration processes immediately, as they can be time-intensive.
• System for Award Management (SAM): Offeror must be registered and active in SAM (www.sam.gov ) at the time of proposal submission and award.
• Joint Contingency Contracting System (JCCS): Offeror must be fully registered and approved in JCCS at the time of proposal submittal. "Fully registered" means all required documents are uploaded, approved, and meet all registration requirements. Offerors are responsible for notifying the contracting office upon completion of their JCCS registration. The JCCS profile requires, but is not limited to, the following documentation:
• CAGE/NCAGE Code (and UEI).
• Articles of Association or Letter of Incorporation.
• Host Nation Business License.
• Tax Identification Certificate / Tax Clearance Letter / Tax Statement.
• Completed CENTCOM questionnaire (signed within the last 6 months), including
an Organizational Chart with names and titles of all Key Management Personnel (KMPs). •Current and valid photo identification for all shareholders, directors, and KMPs.
•If a shareholder is another entity, provide its Articles of Association, BusinessLicense, or most recent Annual Report.
•Financial Documents, such as a Bank Statement from within the last 6 months(cannot be redacted). A Balance Sheet / Profit & Loss statement is desired but not required.
Failure to be fully registered and approved in JCCS at the time of proposal submission fora future solicitation will result in the proposal being deemed non-responsive and ineligiblefor award.
