The Department of Health and Human Services, through the Health Resources and Services Administration, plans to enter into sole source negotiations with Aristos, Inc. for the maintenance and support of a patient care tracking system, which Aristos originally developed. This sole source approach is justified because Aristos holds proprietary information critical to the system and is considered the only responsible provider capable of delivering these services without significant delays or duplicated costs. The anticipated contract term for these services is 15 months. This announcement serves as a notice of intent to negotiate rather than a solicitation, with an official justification for not pursuing full and open competition established. The contract, titled "Health Disparities Collaborative (HDC) Registry Maintenance Contract," is identified under solicitation number 05-S232-0257-MC and falls under NAICS code 541513. The point of contact for the agreement is Contracting Officer Francis R Murphy, who can be reached via email or phone. The work location details are not specified, and the procurement process aligns with federal regulations allowing exceptions to competitive bidding when proprietary rights and unique qualifications exist, ensuring continuity and efficiency in supporting this healthcare tracking system.
