The Department of Health and Human Services, National Institutes of Health (NIH), conducted a streamlined competition for their Information Technology Help Desk Services, focused on tier 1 and tier 2 problem resolution, help desk systems, and other related support functions. This competition was carried out in accordance with OMB Circular A-76, which governs the evaluation of government functions to determine whether they should be performed in-house or contracted out. The streamlined competition form was officially certified on September 1, 2004, marking the completion of the study. Following the completion of the evaluation, it was decided that the performance of the IT Help Desk Services would remain within the NIH, continuing as an in-house operation. Consequently, the Contracting Officer will formalize this decision by executing a Letter of Obligation with the senior manager responsible for these functions. Under the updated regulations of OMB Circular A-76, effective since May 29, 2003, the outcome of this streamlined competition is final and may not be contested by any party. This ensures continuity of support services under NIH’s internal management without external challenge.
