The Naval Sea Systems Command (NAVSEA) is planning to award a sole source contract to the Canadian Commercial Corporation for the procurement of management, engineering, and technical services in support of the Submarine Rescue Diving Recompression System (SRDRS). This contract will provide the necessary technical support for operation, maintenance, supply support, modification, and modernization of the SRDRS, which is a critical component of the Navy’s International Rescue Program. The contract is structured as a level of effort agreement with an initial period of one year and options to extend for up to four additional years, ensuring continuous support over an extended timeframe. The decision to award this contract solely to the Canadian Commercial Corporation is based on its unique possession of the specialized knowledge and expertise required to meet the Navy’s technical specifications and schedule demands. NAVSEA has determined there are no other sources capable of delivering these services within the necessary timeframe to support critical operational needs. The contract will be awarded under the authority of 10 U.S.C. 2304(c)(1), which allows for non-competitive procurement when only one source is available that can fulfill the requirements. This procurement aligns with NAICS code 541330, which covers engineering services.
