Massachusetts Port Authority is seeking professional consultant services for the Central Garage Optimization project at Logan International Airport in East Boston, Massachusetts, with a solicitation issued on April 29, 2026, and proposals due by June 4, 2026. The scope of work includes comprehensive consulting services to modernize and rehabilitate the Central and West Garages, encompassing structural assessments using laser scanning and Building Information Modeling, upgrades to passenger wayfinding signage per Massport standards, implementation of smart parking revenue systems, evaluation of future parking needs including autonomous vehicles, development of preliminary and final construction documents, and oversight of construction and project closeout. All deliverables must align with sustainable and resilient design principles, including lifecycle analysis, net-zero emissions strategies, and pursuit of sustainability certifications, while ensuring minimal disruption to ongoing airport operations through phased implementation. The project requires adherence to Massport’s standard agreements, PMWeb project management protocols, and industry-specific standards for precast concrete inspection and maintenance. Proposals are evaluated on five equally weighted factors: demonstrated team experience and expertise, project understanding and technical approach, proficiency with BIM/VDC and Lean construction tools, experience in sustainable and high-performance design, and a robust diversity and inclusion plan requiring specific participation percentages of MBE, WBE, VBE, and SDVOBE firms certified by the Massachusetts Supplier Diversity Office. The award will be made through a trade-off process, prioritizing technical merit over cost, as price is not an evaluation factor. All submissions must be submitted as a single PDF via Bid Express, following strict formatting requirements including a defined file naming convention and a combined 10-page limit for resumes, project examples, and supplemental materials. Key personnel must hold Massachusetts professional licenses, and all firms must comply with state registration and civil rights requirements under M.G.L. c. 7C, Section 44. Insurance verification and non-confidentiality acknowledgments are required, and failure to provide MBE/WBE/VBE/SDVOBE certifications will result in disqualification. The total contract value is capped at $15,000,000, with work issued through work orders under an indefinite-delivery structure, and performance is strictly site-based at Logan International Airport.
