The Los Angeles Regional Interoperable Communications System Authority is soliciting proposals under RFP No. LA-RICS 031 for comprehensive telecommunications project management and general consulting services. The selected consultant will provide professional support including engineering, technical, construction, real estate, environmental, and administrative services to support the regional public-safety communications program. The scope of work specifically involves providing technical and management recommendations, coordinating construction activities, and performing field engineering and site assessments for LMR System Sites. The contract is designed for an initial term of three years, with the Authority holding the sole option to extend for two additional one-year renewals, for a maximum total duration of five years. To qualify, proposers must have attended the mandatory conference on December 8, 2026, and demonstrate at least seven years of experience within the last decade managing a large-scale public safety P25 communications system with at least 25 sites or 10,000 users. Award selection is based on a highest-overall rated proposer model, with 80 percent of the score derived from the business proposal—focusing on qualifications, technical approach, and risk management—and 20 percent based on the cost proposal. Proposers must submit a business proposal and a cost proposal containing fully burdened hourly rates for key personnel and subject matter experts. The submission deadline is February 9, 2027, and requires a combination of hard copies and a redacted digital PDF.
