Laboratory Analysis

The City of Chicopee is seeking sealed bids for laboratory analysis services through solicitation Bid 26/28. The contract is structured as a one-year agreement with two optional extension years, effective immediately upon award. To be eligible, bidders must be Massachusetts-certified laboratories that have maintained continuous certification for the past five years and are certified for every analysis listed in the solicitation. The award will be granted to the bidder with the lowest total projected cost, calculated by multiplying the 20-day unit prices by the estimated annual volume for each parameter. Bidders must provide at least three professional references and prove their ability to meet the specific detection limits outlined in the City of Chicopee Discharge Limits attachment. Technical requirements mandate that all analyses follow 40 CFR 136 approved methods and conform to specified holding times. The selected vendor must provide appropriate containers and preservatives upon request and implement a QA/QC program where replicate and spiked samples are analyzed 10% of the time. Standard reporting of results must be received or postmarked within 20 days of sample receipt, though the laboratory must also be capable of providing 24-hour service and results within 24 hours when requested. Late results are subject to a 10% price discount per day after the 20-day window, with results received after 30 days provided at no cost. Bids must be submitted in duplicate in a sealed envelope by October 7, 2026, at 11:00 AM.
