The USDA Forest Service is soliciting quotes for mold remediation and reconstruction at the Lake City Airtanker Base Administrative Operations Building in Lake City, Florida, under solicitation number 12445226Q0036. This procurement is structured as a combined synopsis/solicitation under FAR Part 12 and is set aside entirely for small businesses, with the NAICS code 236220 and a size standard of $45 million. The estimated value of the project ranges between $25,000 and $100,000, and it is awarded on a firm-fixed price basis with a 60-day performance period following receipt of the Notice to Proceed. The work includes two distinct phases: Phase 1 entails comprehensive mold remediation, selective demolition, HVAC and ductwork cleaning, removal and disposal of contaminated materials including wood framing, insulation, flooring, cabinetry, and millwork, with clearance testing meeting EPA/IICRC S520 standards; Phase 2 involves reconstructing all affected areas to pre-loss condition or better. All contractors must provide a valid Florida Mold Remediator license, demonstrate a minimum of 10 years of relevant commercial experience, and comply with applicable labor standards and wage requirements under the Davis-Bacon Act, along with full adherence to OSHA, ADA, and ABA standards. Bonds are mandatory, with bid guarantees required for quotes of $150,000 and above. Submissions must be received by 5:00 PM ET on July 6, 2026, in sealed envelopes marked with the offeror’s name, address, solicitation number, and due date, and sent to the specified Atlanta address. Offerors must maintain an active SAM.gov registration and provide detailed capability statements that exceed generic claims, clearly demonstrating their ability to execute the complex scope. The evaluation follows a technical-first method, with award going to the highest technically rated offeror whose price is determined fair and reasonable and whose past performance is acceptable or neutral. Tradeoffs are not permitted, and the lowest price will not necessarily determine award. The Contracting Officer’s Representative will conduct inspections at key milestones including before drywall close-up and at final acceptance, requiring daily progress reports, photos, and immediate notification of safety or unforeseen conditions. Contractors must submit certified payrolls, lien waivers, and quality assurance reports for payment verification and must comply with all federal anti-discrimination laws and Buy American provisions.
