The contract calls for the procurement of 57 incandescent lamps identified by NSN 6240014168392, with delivery required to Industries of the Blind Inc in Greensboro, NC, within 171 calendar days from the contract award, targeting a need ship date of January 10, 2027. All items must be packaged in strict compliance with MIL-STD-2073-1E using Packaging Code U, Unit Container D3, Intermediate Container E5, and must be palletized per DLA Packaging Requirements for Procurement (RP001). Preservation follows method 10 with cool/dry storage, and marking must adhere to MIL-STD-129 with the special fragile designation. Sampling and quality verification must comply with MIL-STD-1916 or ASQ H1331 Table 1 using a zero-based defective acceptance criterion; unspecifed attributes are treated as major with a 1.0 AQL, and MIL-STD-105/ASQ Z1.4 may be used solely for determining sample size with zero non-conformances required for acceptance. The lamps must not contain or come in direct contact with mercury or mercury-containing compounds except when functionally necessary as in fluorescent lamps, batteries, sensors, or instrument controls specified by NAVSEA, and any portable fluorescent lamps or instruments containing mercury must include a second boundary of containment per NAVSEA 5100-003D. Delivery is FOB origin, with inspection and acceptance occurring at the destination. Payment must be processed through WAWF, and the contractor must comply with all applicable Federal Acquisition Regulation clauses including sustainable products, employment eligibility verification, trafficking in persons, safeguarding of covered contractor information systems, and hazardous material identification. The contractor is required to provide accurate representations regarding small business status, socioeconomic certifications, and disclosure of UEI and CAGE codes if providing covered defense telecommunications equipment. All technical and quality requirements referenced by R and I numbers are incorporated from the DLA Master List of Technical and Quality Requirements, and no deviation from packaging, marking, sampling, or hazardous material restrictions is permitted unless explicitly authorized.
