LAND OBSTRUCTION REMOVAL AND DISTURBED LAND REVEGETATION

The U.S. Department of Agriculture’s Natural Resources Conservation Service is seeking firm-fixed price quotes for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to perform Easement Restoration and Emergency Watershed Protection services in South Dakota, including obstruction removal and disturbed land revegetation. The contract has a five-year total duration consisting of one base year and four one-year option periods, with performance commencing on the date of award and extending through May 31, 2031. All work must be executed at multiple sites across South Dakota in accordance with the Performance Work Statement and state-specific technical standards such as the ACEP Manual, Field Office Technical Guide SD Sections 1 and 4, and Conservation Practice Standards 500 and 460. Deliverables are governed by numbered job plans including SD-02 through SD-28, which define tasks like clearing, grubbing, stripping, excavation, topsoil spreading, and seeding using the specified Border Seed Mix. Work must be performed by a contractor physically located in South Dakota, with all deliveries subject to F.O.B. Destination terms, and formal acceptance is determined by the Government at the delivery site through inspection and signed documentation. The solicitation mandates a Lowest Price Technically Acceptable (LPTA) evaluation methodology, where technical acceptability is assessed first based on a detailed approach covering equipment and labor allocation, major equipment listings, subcontracting plans, and key personnel qualifications—each resume limited to one page. Only technically acceptable quotations will proceed to price evaluation. Compliance with critical FAR clauses is required, including 52.204-13 (SAM Maintenance), 52.209-6, 52.209-9, 52.209-10, 52.223-23 (Sustainable Products and Services), and 52.232-33 (Payment by Electronic Funds Transfer), as well as 52.203-6 with Alternate I restricting subcontractor sales to the Government.
