Landfill Disposal Services

Pinal County is seeking qualified contractors to provide landfill disposal services for various county departments through an Invitation for Bid (IFB 262030), with submissions due by June 25, 2026, via the Bonfire Purchasing System. The contract, which will commence on September 30, 2026, and initially run through September 29, 2027, may be renewed for up to four additional one-year periods at the County’s sole discretion. Contractors must offer disposal services at landfills located in or within thirty miles of Pinal County and must accept a broad range of waste materials including green waste, residential/mixed waste, other miscellaneous items, special waste such as euthanized animals, and additional categories like oil, asbestos, appliances, construction debris, contaminated soil, and medical waste. All facilities must comply with EPA, ADEQ, and all applicable federal, state, and local regulations, including operational permits and consent decrees, and must provide access to all materials listed on the Bid Table (BT-58EX). Contractors are also required to host a free or low-cost disposal event for Pinal County residents. Proposals must strictly conform to all submission requirements, including use of the County’s pricing form, completion of mandatory certifications such as the Non-Collusion Affidavit, Lobbying Certification, Minimum Insurance Requirements Certification, Substitute W-9, and Universal Entity Identifier (UEI) submission. Vendors must demonstrate business engagement in similar services, an established satisfactory performance record, sufficient financial and operational capacity, and must not misstate or conceal material facts. The award will be made to the responsive and responsible offeror with the lowest aggregate cost across all service categories, though the County reserves the right to adjust the award method if cost savings are identified. Contractors must maintain commercial general liability insurance with minimum limits of $1 million per occurrence and $2 million aggregate, workers’ compensation as required by state law, and professional liability insurance if applicable. Payment terms are net thirty days from invoice receipt, with invoices required to be submitted within six months of service performance or payment will be denied. Contractors must pay subcontractors within thirty days of receiving County funds. The County retains the right to inspect facilities pre-award and will accept work only upon inspection and acceptance at the designated delivery point.
