AI Contract Overview
The U.S. Department of Veterans Affairs, through its Network Contracting Office 21 located in Mather, California, is seeking market information for landscaping and grounds maintenance services at the Fresno VA Medical Center in Fresno, California. This Request for Information (RFI) under solicitation number 36C26126Q0675 is not a solicitation for offers but a pre-solicitation market research tool designed to identify qualified vendors capable of providing comprehensive landscaping services across approximately 20 acres of VA property. The required services include mowing, edging, pruning, tree trimming, fertilization, weed abatement, mulching, irrigation system maintenance, sod installation, and debris removal, all subject to strict operational standards such as maintaining turf at 2.5 to 4 inches in height, applying fertilizer four times annually at specified rates, and adhering to OSHA, EPA, and ANSI Z133.1 safety regulations. Contractors must supply all personnel, equipment, tools, and materials with no Government-provided resources, and all work must align with the Performance Work Statement and supporting documents including the Quality Control Plan, Annual Work Schedule, Chemical Safety Plan, and Mulching Plan. The anticipated contract is structured as a Firm-Fixed-Price (FFP) arrangement with a one-year base period and four one-year option periods, giving the Government flexibility to extend performance without recompetition. The contract imposes stringent personnel and security requirements, including daily on-site presence of a designated Contract Manager, mandatory VA badge issuance for all personnel, daily uniform requirements, and prohibitions against cellular phone use near medical equipment and smoking on campus. Contractors must maintain current OSHA 10-hour certification and state-issued pesticide applicator licenses, with documentation available for inspection. Performance will be monitored via the Quality Assurance Surveillance Plan (QASP), with non-acceptance of services leading to financial deductions or termination. Proposals must be submitted via email to Shaneldylana.Pagaragan@va.gov by the deadline of May 14, 2026, at 10:00 a.m. Hawaii Standard Time, and must include a Unique Entity ID, business size status, and socioeconomic certifications if applicable. The formal solicitation is expected to be posted in early to mid-June 2026, with invoicing to be processed exclusively through the VA’s electronic system, Tungsten, and no physical delivery or packaging requirements specified beyond the service delivery location at the Fresno Medical Center.
