Landscaping and Lawn Maintenance Services

The Hopewell Redevelopment and Housing Authority (HRHA) is soliciting proposals under RFP-2026-03 for professional landscaping and lawn maintenance services across four locations in Hopewell, Virginia: Thomas Rolfe, Davisville Bland Court, Piper Square, and the HRHA Central Office. The scope of work includes weekly mowing, weeding, edging, pruning, trash and clipping removal, mulching, and as-needed snow removal. The contract is structured with a one-year base period and four optional one-year extensions. This is a best-value procurement where proposals are evaluated based on experience (45 points), capacity (35 points), and cost of services (20 points). Qualified vendors must be licensed and bonded, providing all necessary labor, materials, and equipment. Bidders must submit a negotiable bid guarantee of at least five percent of the bid amount and provide evidence of insurance within ten days of award.
