MPA 159 Snow Clearing Services

The State of Rhode Island is soliciting qualified vendors under MPA 159 to provide comprehensive snow clearing, plowing, and de-icing services for various state-managed locations across multiple groups. The scope of work includes clearing parking lots, fire lanes, and walkways to full width, as well as applying sand or de-icing materials upon request. Vendors must maintain 24/7 communication and ensure that sites are passable for employees and visitors during normal business hours, specifically from 0700 to 1700. A key requirement is the installation of reflective perimeter marking stakes at all lots and entrance areas prior to December 1st to prevent property damage. To be eligible, contractors must possess at least five years of snow removal experience and provide a detailed equipment listing, including make, model, and capacity. Mandatory submission documents include an acknowledgement of site inspections for each location bid, a vendor contact and equipment form, and an agreement to a penalty schedule for late invoicing, which ranges from 10% to 50% deductions. Awards may be issued to the low bidder based on the pricing of guaranteed services across three fiscal years, FY27 through FY29. Performance and payment are verified using certified snowfall reports from Weatherworks and the Rhode Island Department of Transportation.
