The Office québécois de la langue française is seeking to commission a study in 2026 to assess the language used by retail staff for greeting and serving customers within key urban areas of Quebec, including Montreal, its South Shore, Laval, Quebec City, Gatineau, and Sherbrooke. This study aims to provide a current and representative picture of language practices in commercial establishments where language issues have previously been noted. Observers will be deployed to enter stores, initiate interactions by seeking service and asking questions, thereby enabling a practical evaluation of the language of welcome and service used by personnel. This proven methodology allows for an accurate comparison with past studies, helping to track language dynamics in Quebec’s commercial sector. Proposals for this contract will be evaluated on a quality-price basis with an emphasis on the lowest adjusted price. The contract period begins from the date of the last signature by involved parties. The Office reserves the right to reject any or all submissions.
