AI Contract Overview
The solicitation for LARC-936, 6R1 26-CMAV 13PKG, issued under solicitation number 20260004125 by the NAVSUP Fleet Logistics Center Yokosuka, requires offerors to hold an active U.S. Navy MSRA/ABR Agreement specific to the Japan Region, and failure to present valid documentation will render a proposal ineligible for award. Contractors not physically located in Japan must provide unambiguous evidence of compliance with DFARS 252.225-7042, and those unable to demonstrate such compliance or unwilling to execute an MSRA/ABR in Japan before award will be disqualified. The contract is a Firm-Fixed-Price job order under the Master Agreement for Repair and Alteration of Vessels, with performance to be conducted at SRF-JRMC Detachment Sasebo, Japan, and delivery and inspection finalized at the same location. All proposals must be structured into four clearly delineated volumes submitted electronically by 10:00 AM Japan Standard Time on June 15, 2026, to designated Navy email addresses or via DoD SAFE, with submissions required in English and formatted for Microsoft Office 2016 and Adobe Acrobat Reader 2017. Evaluation is conducted in strict sequence: Technical acceptability is assessed first on a binary Acceptable/Unacceptable basis across four sub-factors—Labor Hours, Management/Staffing Plan, Milestone Schedule/Critical Path Chart, and Testing—with any Unacceptable rating disqualifying the offeror. Only proposals rated Acceptable in the Technical factor proceed to Past Performance evaluation, which uses an adjectival confidence scale from Substantial Confidence to No Confidence, with relevancy assessed as Very Relevant through Not Relevant. Price is evaluated last, with award determined through a best value trade-off where Past Performance holds greater importance than price, though price becomes decisive as past performance ratings converge. The contract mandates adherence to U.S. shipyard safety standards under 29 CFR 1915, extended commercial warranties at no cost, and strict control of Controlled Unclassified Information under SRF-JRMC protocols, limiting dissemination to authorized U.S. personnel and contractors only. Contractors must comply with Japanese cultural resource regulations, maintain secure personnel screening and security clearance requirements based on duty sensitivity, and follow specific procedures for consumption tax and import duty exemptions under the U.S.-Japan SOFA.
