AI Contract Overview
This subcontract involves the acquisition, fabrication, testing, delivery, and installation of a specialized air handling unit designed to provide temporary ventilation for the cryostats utilized in the Long Baseline Neutrino Facility (LBNF) Deep Underground Neutrino Experiment (DUNE) at the Sanford Underground Research Facility (SURF) in Lead, South Dakota. The ventilation system comprises air handling equipment constructed from shipping splits, ducting systems including flexible or fixed ducts, and custom non-conductive duct adapters connecting to the cryostat roof feedthroughs. The air handling unit is to be electrically connected to a power panel provided by the prime contractor, Fermi Forward Discovery Group, LLC (FFDG). The scope covers all aspects of procurement, assembly, testing, packaging in compliance with specialized load envelope requirements, delivery to the underground site at the 4850 level, and installation. The subcontract is issued as a Firm Fixed Price arrangement under solicitation number RFP-LBNF-372089-BF-01 with proposal responses due by May 12, 2026. The period of performance runs approximately from June 1, 2026, to January 31, 2027. The work adheres to a comprehensive set of governing documents including FFDG General Terms and Conditions for Construction at SURF, environmental, safety, health and quality requirements applicable in South Dakota, and a small business subcontracting plan if applicable. Inspection and acceptance of the system will occur upon delivery at the Ross Headframe facility in Lead, SD, overseen by designated FFDG quality personnel. Packaging and transport are subject to strict requirements due to the underground installation environment, mandating an approved shipping/packaging plan and compliance with load envelope standards. Technical evaluation of proposals emphasizes past experience with similar air handling systems, technical approach, scheduling, and robust Environmental, Safety, and Health (ESH) and Quality Assurance programs supported by relevant metrics such as EMR, TRC, and DART rates. The award decision follows a best-value tradeoff approach balancing technical merit and price, with the possibility of awarding without discussions. The subcontract prohibits FFDG supervision of subcontractor personnel and provides a formal mechanism for technical direction requiring written notification and potential change orders. Payment is managed via electronic invoicing to FFDG with standard federal invoicing practices. The contract does not include government-furnished property, security clearances, or option periods, and requires compliance with all specified site conditions and programmatic mandates within the SURF facility environment. Full Description
The general purpose of this Subcontract is the acquisition of an air handling unit constructed of shipping splits, which is required during the installation of cryostat membrane, insulation, and detector components. The system will feed conditioned air to the cryostat and circulate air using large feedthroughs in the roof of the cryostat. The air handling equipment will connect to the cryostat via non-conductive duct material to custom duct adapters as provided by FFDG. The air handling equipment shall be electrically connected in conduit to the designated power panel, which is provided by FFDG.
The scope encompasses an air handling system, specifying the total air flow into the cryostats. This includes ducting (flexible or fixed) connecting the air handling equipment to the cryostat input ports. The vendor will procure all materials, fabricate, assemble, test, package, deliver, and install the completed product for the Long Baseline Neutrino Facility (LBNF) Deep Underground Neutrino Experiment (DUNE), Far Detector and Cryogenics (FDC) subproject, located at the 4850 level underground at the Sanford Underground Research Facility (SURF) in Lead, SD.
