LCWTP Rebuild CM/GC RFP 2026

The Metropolitan Water District of Salt Lake and Sandy is soliciting proposals for a Construction Manager/General Contractor (CM/GC) to lead the Little Cottonwood Water Treatment Plant Rebuild Project in Utah. This critical infrastructure project aims to improve the resiliency, safety, and performance of the plant, with a total estimated construction cost of approximately 577 million dollars and a total project value potentially reaching 715.7 million dollars including fees and contingencies. The scope of work includes replacing process systems for filtration and sedimentation, upgrading electrical and control systems, constructing a new laboratory and office spaces, and relocating chemical systems. A key operational requirement is maintaining a minimum water production of 90 MGD during peak demand and ensuring the facility can withstand hazard events, specifically earthquakes. The project utilizes a two-phase delivery method. Phase I focuses on preconstruction services such as constructability reviews, value engineering, and risk management, concluding upon agreement of the project schedule and a Guaranteed Maximum Price (GMP). Phase II encompasses full construction, procurement, and commissioning, with substantial completion targeted for December 31, 2032. Selection is based on a best-value process using the analytical hierarchy process, combining proposal evaluations and interviews. The contract incorporates various federal requirements, including FAR clauses, Buy America preferences, and prevailing wage compliance. Proposals must be submitted via the U3P portal by September 22, 2026, and must adhere to a strict 35-page limit.
