Leadership & Team Development Services

The Kentucky Community and Technical College System is soliciting proposals for Leadership & Team Development Services targeting Southeast Community & Technical College, with the objective of fostering unified, high-performing teams through the development of confident, connected, and aligned leaders. The scope includes one-on-one leadership engagements using the PERILL assessment tool, monthly coaching sessions over a one-year period focused on building self-confidence, connecting across differences, setting clear expectations, and aligning teams to shared priorities. Additional services encompass team leader engagements that include group debriefs of the PERILL assessment and facilitation linking individual growth to team mission, eight monthly cohort co-development calls over eight months centered on collaborative problem solving and shared learning, and four in-person PERILL Team Group Reviews scheduled at the start and quarterly throughout the engagement to establish priorities, review progress, reinforce accountability, and drive continuous improvement. The contract is structured as a personal service agreement, with an anticipated effective date of July 2026 and a maximum duration tied to the state biennium ending June 30, 2028, though extensions are possible by mutual written agreement. Proposal submissions must be made electronically via the Bid Locker platform by June 8, 2026, at 4:00 pm EST, and must be separated into a technical proposal not exceeding 30 pages and a distinct financial cost worksheet, with no cost information permitted in the technical submission. Proposals must meet a minimum technical score of 50% to be considered for award, with evaluation weighted toward Overview and Experience (200 points), Staffing (75 points), Additional Information (25 points), and Fees (50 points). The Additional Information section requires disclosure of U.S.-based office locations, any litigation or criminal proceedings against the firm or its principals within the last three years, evidence of at least $1 million in Errors and Omissions insurance, and affirmation of no conflicts of interest under Kentucky law. Offerors must be legally authorized to conduct business in Kentucky, maintain current registration with the Secretary of State, and certify compliance with campaign finance laws, anti-collusion policies, and ADA and Section 508 accessibility standards where applicable. Pricing must be firm throughout the contract term, with no minimum requirements permitted and no alternative cost structures accepted; optional services may be submitted as add-ons at KCTCS’s discretion. The award will go to the responsive and responsible offeror whose proposal is deemed most advantageous to KCTCS, based on overall quality and alignment with evaluation criteria. Submission
