Leasing Services for Mobile CNG Fueling Station

The City of Pittsburgh Office of Management and Budget is soliciting proposals for the turnkey leasing of a mobile compressed natural gas (CNG) fueling station. The selected vendor will be responsible for the design, delivery, installation, commissioning, operation, and maintenance of a high-reliability system, as well as the continuous supply of CNG fuel. The system must support a fleet of approximately 30 to 35 refuse trucks with an estimated daily demand of 500 to 800 gasoline gallon equivalents and must be engineered to perform reliably during extreme Western Pennsylvania winter weather. The intended contract term is for three years, with options to extend for up to two additional years. Proposals are due by September 18, 2026, and must be submitted electronically. The City will use a points-based evaluation system focusing on the project approach and plan (30%), cost proposal (30%), firm qualifications and experience (15%), project team qualifications (15%), and good faith efforts toward MWDBE and Veteran-Owned business participation (10%). Awardees must comply with the Service Worker Prevailing Wage Ordinance and the Pennsylvania Prevailing Wage Act. Additionally, the City encourages specific participation goals for minority-owned businesses (18%), women-owned businesses (7%), veteran-owned small businesses (5%), and LGBTQIA+ businesses (3%).
