The City of Sacramento is exploring the possibility of development of a few Enhanced Infrastructure Financing Districts (EIFD). The City Manager for the City of Sacramento would serve as the Executive Director of these proposed districts. In that capacity, the City Manager for the City of Sacramento, seeks to establish an on-call list for legal counsel to serve as general counsel to the PFAs and ultimately the EIFDs once formed. The on-call list of Legal counsel consultants will be utilized by the City of Sacramento for a three-year period. The City may opt to extend the period for an additional year, for a total of four years. Along with providing general advice to the PFAs and EIFD on general municipal law and EIFD law, the general counsel should have the ability to represent the PFAs and EIFD in future litigation, which may be initiated by or against the PFAs or EIFD. The general counsel's work will be under the general direction of the Executive Director of the EIFD. Specific assignments of work, as the need arises, will be made by each PFA, the governing board of the EIFD, and the Executive Director or their designee (throughout this RFQ/P, reference to the Executive Director includes their designee).---
