The purpose of this notice is to comply with the synopses and pre-solicitation notice requirements of FAR 5.2 - Synopses of Proposed Contract Actions. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102; therefore, availability of any resulting solicitation package will be made pursuant to this clause. This synopsis is for: Legal Hold, Identification, Preservation and Collection (HIPC) Support Services. To modernize and complete its end-to-end, fully integrated cloud-based eDiscovery program, the Office of the Comptroller of the Currency (OCC) requires Contractor support with significant and demonstrated experience in implementing commercial, off-the-shelf (COTS) solutions to address organizations identification, collection, and preservation needs. For the left side of the Electronic Discovery Reference Model (EDRM), the OCC requires a managed service supported by a single suite of tools, or a collection of fully integrated tools. The HIPC solution is intended to be used enterprise-wide by: (1) legal staff primarily in Litigation and Enforcement, but occasionally in the other OCC Chief Counsel Office practice areas; and (2) Information Technology Services (ITS) employees and contractors. The OCC anticipates needing 60 user licenses for the eDiscovery solution. The Relativity solution, which is externally hosted by an integrator, is known within the OCC as the Alternative Litigation Support System (ALSS). The required HIPC solution is expected to interoperate with the OCC's Relativity solution and the HIPC solution must be FedRAMP authorized by the close of the Request for Proposal (RFP). The anticipated solicitation number for the RFP is 2031JW21R00006. The anticipated solicitation release date is mid-April 2021. The OCC anticipates conducting a competition under the authority of Federal Acquisition Regulation (FAR) Part 12 and 15. This will be a full and open competition. The OCC intends to award a Contract consisting of firm fixed price and labor hour line items. The resulting contract is anticipated to have a period of performance of a one-year base period and four (4) one-year option periods. The estimated date of award is August 2021. The forthcoming solicitation and subsequent amendments to the solicitation will only be available on beta.SAM.gov. All responsible sources may submit a proposal, in accordance with the solicitation, which shall be considered by the OCC. The Government is currently not accepting questions in regard to this effort. However, when the Request for Proposal (RFP) is released, there will be a period for vendors to submit questions. Further details concerning submission of questions will be released with the RFP. This notice does not obligate the OCC to award a contract, nor does it commit the OCC to pay any cost incurred in the preparation and submission of proposals.
