Legal Professional Development for Continuing Legal Education (CLE)

The CBP Office of Chief Counsel (OCC) has a requirement to commercial cloud-based/SaaS CLE subscription service to access web-based duly accredited continuing legal education (CLE) content to support the professional development of OCC attorneys, plus. to include, but not limited to, account management, user administration, help desk / customer support, CLE completion tracking, state bar reporting, and usage reporting. The CLE content must cover a wide range of practice areas relevant to CBP’s customs, immigration, border security, and agricultural law enforcement mission, as well as practice areas critical to successful legal advocacy and the delivery of sound legal compliance guidance. OCC attorneys are required to complete a certain number of CLEs to maintain their position. OCC attorneys shall access the Contractor’s content system via software as a service where the content is accessed via a cloud-based system from CBP’s system. OCC requires a robust selection of legal coursework to support OCC procurement attorney learning plans (e.g., access to content from accredited content providers such as Federal Publications Seminars and Publication K, contracting (i.e., acquisition and procurement law), immigration law specifically including, but not limited to the Secure America Act content; international trade law; intellectual property rights; administrative law, required to include both Freedom of Information Act and civil forfeiture content; Constitutional law, to include coursework on privacy, search and seizures; Practical trial advocacy skills (e.g., depositions, preparing for trial, motion practice) from accredited content providers such as National Business Institute, Inc.; and Government claims, including False Claims Act.
