Customs and Border Protection is seeking 4DV Insight licenses, including ADSB Air, Maritime AIS, and Commercial Telemetry Data add-ons, along with the Windward Maritime Alerting API and related engineering support. These tools are essential for correlating data sources and visualizing geo-temporal patterns to provide situational awareness for USBP sectors. This capability is critical for identifying illicit activity and dismantling transnational criminal organizations; failure to secure these services would result in significant gaps in air and maritime domain awareness. The acquisition will be competed among small businesses via the NASA SEWP vehicle under NAICS code 541511. The performance location is designated as Washington D.C., and the requirement is currently listed as a forecast. Points of contact for this effort include John Deplitch and Small Business Specialist David Harrod.

Full Description

The 4DV Insight licenses (including ADSB Air, Maritime AIS, and Commercial Telemetry Data add ons), Windward Maritime Alerting API, and associated engineering/development support are required to correlate multiple data sources, visualize geo temporal patterns, and provide timely situational awareness to USBP sectors for identifying and targeting illicit activity. If an award is not accomplished, USBP will face gaps in air and maritime domain awareness, slower and less effective analysis of emerging threats, and a reduced ability to detect, disrupt, and dismantle transnational criminal organizations in support of CBP’s mission.

U.S. Coast Guard Augmented Reality and Virtual Reality Training Devices
Solicitation # 70ZA0127AIRC12001
The U.S. Coast Guard Office of Aviation Acquisitions is conducting market research through a Sources Sought Notice to identify augmented and virtual reality training solutions for four aircraft platforms: the HC-130J, HC-144B, MH-60T, and MH-65E. The objective is to implement a turn-key VR system integration that utilizes common hardware across the fleet to reduce logistical footprints and enable remote instructor guidance. Key requirements include the procurement of 200 government-grade VR headsets and the development of software capable of simulating aircraft environments, including interactive diagnostics, Built-in Test menus, and Line Replaceable Unit replacement. Technical specifications emphasize an open architecture, such as OpenXR, and the ability to export student metrics via xAPI or SCORM. A critical requirement is compliance with DoD and DHS cybersecurity frameworks, specifically the ability to operate in air-gapped, offline environments. Interested parties, including both small and large businesses under NAICS 541511 and 541512, must provide technical capabilities, cybersecurity history, and Rough Order of Magnitude cost estimates for engineering, hardware, and licensing. Responses are due by November 23, 2026, and must be submitted via email to the designated points of contact.
