2026 Road Improvement Program

Sealed bids for the Lenni Park – Phase 1 Improvements (Re-Bid) project must be submitted online via the PennBid Program by 10:00 A.M. on June 24, 2026, with award consideration scheduled for the Middletown Township Council meeting on July 1, 2026. The project entails the comprehensive reconstruction and renovation of Lenni Park in Delaware County, Pennsylvania, including demolition of existing softball and multi-court facilities, installation of storm sewer and stormwater management systems, bulk and laser grading, erosion and sedimentation controls, tree removal, installation of asphalt and stone pedestrian trails, preparation of an earth pad for future multi-court use, softball field amenities, buffer trees, fencing, concrete surfaces, screening and amendment of topsoil, grass sod installation, temporary irrigation systems, quality assurance and compaction testing, professional land surveying, and finish grading and seeding. All work must comply with Pennsylvania Department of Transportation standards, the Pennsylvania Prevailing Wage Act 442, and the Americans with Disabilities Act, requiring payment of state-determined wage rates and full accessibility compliance. Bidders must submit a complete proposal package via PennBid, including a Noncollusion Affidavit, a notarized Statement of Bidder’s Qualifications, a Proposal Form, and a bid security in the form of a Certified Bank Cashier’s or Treasurer’s Check or Bid Bond equal to at least ten percent of the total bid amount, payable to Middletown Township. The successful bidder must provide Performance and Payment Bonds for 100% of the contract price and a Maintenance Bond for 10% of the contract value, all issued by a corporate surety approved by the Township. Insurance coverage must be maintained throughout construction and a one-year maintenance period, with Middletown Township, Kelly Engineers, and B&A Bookholder & Associates, LLC named as additional insureds. Subcontractors, particularly those involved in softball field installation, require prior approval and must meet specified qualification standards. The Contractor is obligated to pay all laborers and material suppliers promptly, provide releases from all parties before final payment, and maintain compliance with OSHA regulations and NPDES permit conditions. Work must commence upon issuance of the Notice to Proceed and be substantially completed within 135 calendar days.
