COMPETITIVE Proposal, Contract Documents, and SpecificationsLevee Fill Delivery and Stockpiling ProjectADVERTISEMENT FOR COMPETITIVE PROPOSALSLevee Fill Delivery and Stockpiling ProjectOpening: October 7, 2025 at 3:00PMBid Location: 10220 270th ST NW, Stanwood WA 98292Sealed proposals will be received by the Public Works Director at City Hall, 10220 270th Street NW, Stanwood, Washington 98292, until 2:00 PM October 7, 2025 and not later, and will then and there be opened and publicly read for the following project:The work to be performed under these specifications consists of furnishing all labor, equipment, and services necessary for hauling, delivery, staging, and stockpiling approximately 10,000 cubic yards (~17,000 tons) of Type A levee fill material. Material will be transported from the Big Lake Pit (Skagit Aggregates) to the Johnson Farm staging site 11207 WA-532, Stanwood, WA 98292. Contractor shall stockpile into one consolidated pile and cover in accordance with WSDOT M41-10 and the Washington State Department of Ecology Stormwater Management Manual BMPs.This procurement is funded in whole or in part with federal grant funds and is therefore subject to 2 CFR 200 requirements. The estimated contract value is approximately $280,000, which exceeds the Simplified Acquisition Threshold. The City will conduct a full and open competition proposal process consistent with 2 CFR 200.320(b)(2). The engineer’s estimate for this project is approximately $280,000. The time of completion for this project is 30 calendar days from Notice to Proceed.This work will be accomplished as a “design/build” with the contractor making the necessary field adjustments to complete the requested work. The City of Stanwood Street and Utility Standards can be found on the City of Stanwood website at: https://stanwoodwa.org/362/Street-Utility-Standards . All proposals shall be submitted on the prescribed Proposal Forms and in the manner as stated in this advertisement and in the Project Manual, and said proposals shall be accompanied by a proposal deposit in the form of a cashier's check, postal money order, or surety bond to the City of Stanwood in the amount of five percent (5%) of the total amount of the proposal. If a surety bond is used, said bond shall be issued by a surety authorized and registered to issue said bonds in the State of Washington. The bond shall specify the surety's name, address, contact and phone number, and shall include a power of attorney appointing the signatory of the bond as the person authorized to execute it. Should the successful proposer fail to enter into the Contract and furnish satisfactory performance bond within the time stated in the Information for Proposers, the proposal deposit shall be forfeited to the City of Stanwood. Faxed proposals and/or surety bonds will not be accepted.Minority and women owned businesses shall be afforded full opportunity to submit proposals in response to this invitation, shall not be discriminated against on the grounds of gender, race, color, age, national origin or handicap in consideration of an award of any contract or subcontract, and shall be actively solicited for participation in this project by direct mailing of the invitation to propose to such businesses as have contacted the City for such notification. Further, all proposers are directed to solicit and consider minority and women owned businesses as potential subcontractors and material suppliers for this project.The City of Stanwood reserves the right to accept the proposal that is in the best interest of the City, to postpone the acceptance of proposals and the award of the Contract for a period not to exceed sixty (60) days, or to reject any and all proposals received. Subject to the foregoing, the Contract may be awarded to the lowest responsive, responsible proposer. When awarded the Contract, the successful proposer shall promptly execute the Contract and shall furnish a bond of faithful performance of the Contract in the full amount of the Contract price.Proposals must be submitted in a sealed envelope with the outside clearly marked with the proposal opening date, proposal opening time, and the project name as it appears in this advertisement and the name and address of the proposer. Current prevailing wage rates for Snohomish County can be obtained from the Washington State Department of Labor and Industries at www.Lni.wa.gov . Before any payment shall be made, the selected Contractor and each subcontractor shall submit a “Statement of Intent to Pay Prevailing Wages” and “Certified Payroll” to the City. The Contractor is responsible for payment of all fees and shall make all applications and payments directly to the State Department of Labor and Industries.Business Registration and PermitsThe Contractor awarded the Contract will be required to obtain a City of Stanwood Business License and necessary City permits for this work.Non-Collusion CertificatePricing Quotation submitted in response to this request shall include the Non-Collusion Certificate with the required signatures.Performance/Payment BondThe contractor awarded the contract shall provide a Performance/Payment Bond and a Retainage Agreement.Pursuant to RCW 39.08.010 and prior to commencing work on each awarded project, Contractor shall provide the City with a Performance/Payment Bond in an amount sufficient to fully cover the Contractor’s performance of all provisions of this Contract and the payment of all laborers and suppliers for each project to which the Contract bond applies. The Contract bond(s) shall be in a form approved by the City. The Contract bond(s) shall assure that the Contractor will faithfully perform all of the provisions of the Contract as well as pay all laborers, mechanic subcontractors, material men and suppliers. Contractor’s obligations under this Contract shall not be limited to the bond amount(s).
