Library Boiler Replacement

The Town of Westminster, Massachusetts, is soliciting bids for the replacement of two existing gas-fired boilers at the Forbush Memorial Library located at 118 Main Street. The scope of work includes the installation of two new boilers in an adjacent room, along with all necessary labor, materials, equipment, and incidental work required to ensure a complete, functional, and code-compliant system. The contract will be awarded to the lowest responsible and eligible bidder who demonstrates sufficient experience, capital, and integrity to complete the project. Bidders must submit their proposals on the prescribed forms by November 12, 2026, including evidence of qualifications, bank references, and a list of similar completed projects. The selected contractor must provide a performance and payment bond equal to 100% of the contract price and maintain insurance naming the Town of Westminster as an additional insured. Compliance with Massachusetts prevailing wage rates and OSHA 10-hour construction safety and health certification for all onsite employees is mandatory. Payment will be made within 15 days of receiving a satisfactory periodic estimate, subject to a retention not exceeding 5%. The contractor is responsible for obtaining all required permits, coordinating heating service interruptions with the Town, and providing an installation schedule for approval. Final payment will be issued within 65 days of substantial completion.
