Solicitation # FA700026Q0110
Solicitation FA700026Q0110 is a Firm-Fixed-Price request for quote for the procurement, installation, and disposal of audiovisual equipment at the United States Air Force Academy in Colorado. The project requires the supply of 285 Epson BrightLink 1485Fi Interactive Projectors and 249 AVerMedia GS68-C Soundbars for 243 classrooms. The scope of work includes professional installation, the installation or relocation of 120V electrical outlets in compliance with local building codes, and the removal and transport of 270 legacy projectors to the Defense Reutilization and Marketing Office at Fort Carson. The estimated contract value ranges between 850,000 and 950,000 dollars, with a required three-year manufacturer warranty on all hardware. The acquisition is set aside for small businesses, and the government will use a phased evaluation methodology to select the best value award based on price, past performance, and technical capability. In the first phase, quotes are ranked by price, and only the three lowest-priced quotes are initially evaluated for technical compliance and past performance. A 10 percent price evaluation preference is granted to HUBZone and other successful small business concerns. Hardware delivery is required by October 14, 2026, with installation milestones scheduled between October 15, 2026, and January 12, 2027. Final acceptance is contingent upon phased government inspections and the submission of a signed DD Form 1348-1A for the disposal of legacy equipment.

The Library of Congress, through its Contracts and Grants Directorate, intends to award a sole-source firm fixed price contract to NAZIRY, FARAMARZ, operating as FET Electronica, for the maintenance and repair of digital and analog audio playback and recording equipment at the National Audio-Visual Conservation Center in Culpeper, Virginia. The contract, identified by solicitation number 2026-LGR-0058, will have a performance period from September 1, 2026, to August 31, 2031, and is valued above $25,000 but below the simplified acquisition threshold of $350,000. This action follows a sole-source justification under FAR 6.302-1(c), as FET Electronica is the only responsible source capable of repairing the obsolete, legacy audio equipment—including SONY PCM-R700, TASCAM DA88, and Alesis HD24 models—that requires specialized technical expertise, proprietary parts, and documented historical performance with the Library’s collection. The award is not subject to competitive solicitation, proposals, or option years, and no further public notices will be issued. The contract requires the contractor to return all repaired equipment within four to six weeks, provide a one-year warranty on parts and workmanship, and submit detailed repair logs. The Library covers outbound shipping, while the contractor is responsible for return shipping. Technical capability and prior performance with this specific equipment are the dominant selection criteria, with price evaluated only for reasonableness and not competitiveness. The contractor must employ technicians with at least three years of direct experience on these legacy systems, and all repairs must restore equipment to full operational quality consistent with the Library’s audio preservation standards. No small business, socioeconomic, or subcontracting plan certifications are applicable, and no specific packaging, labeling, or military standards are required. The Justification and Approval and Statement of Work are publicly available, fulfilling all public disclosure requirements under FAR 5.2, eliminating the need for post-award notices.
