Library Products and Incidental Services General Information Document Type: Award Notice and J&A Posting Solicitation Number: FA7000-10-R-0028 Posted Date: 1 July 2010 Original Archive Date: Current Archive Date: Classification Code: 76 - Books, Maps, and other Publications Set Aside: N/A NAICS Code: 424920 - Book, Periodical, and Newspaper Merchant Contracting Office Address Department of the Air Force, Direct Reporting Units, USAF Academy - 10 CONS/LGCB, 8110 Industrial Drive Suite 200, USAF Academy, CO, 80840-2315, UNITED STATES Description IDIQ Award Date: 1 July 2010 IDIQ Award Number: FA7000-10-D-0015 IDIQ Award Amount: $8,750,000.00 EST (Base plus four (4) 1-year options) Contractor: EBSCO Industries Inc. Original Point of Contact Christopher Wilson, Phone 719-333-3600, Fax 719-333-9103, Email: christopher.wilson@usafa.af.mil Current Point of Contact Christopher Wilson, Phone 719-333-3600, Fax 719-333-9103, Email: christopher.wilson@usafa.af.mil Justification and Approval Summary Statutory Authority - The statutory authority for this requirement is 10 USC 2304(c)(1) as Implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Applicability of Authority - Ebsco Information Services has been the only company that can provide the breadth of titles needed, the infrastructure and indexing services to access online titles and products, and the need for sophisticated claims and reports services. Other companies may provide periodical subscriptions, online products, and/or individual subscriptions but after evaluating market capabilities no other company can provide all of these items and incidental services and allow access to them under one umbrella. Efforts to Obtain Competition - A Sources Sought Synopsis was posted 2 March 2010 stating that Ebsco was the only known source that could provide the entire list of products required and any interested vendor that felt they could meet the requirement should respond. Furthermore, the synopsis stated the governments intend to negotiate as a sole source with Ebsco if no responses were received or no capable vendor could be found. The Sources Sought Synopsis produced no responses. Additionally, the Contract Specialist completed a survey of 8 Universities that resembled the Air Force Academy requirement based on similar accreditations within Colorado. The Contract Specialist found that each University used Ebsco. Although several Universities used additional sources for similar products all still required Ebsco to meet part of their library product and incidental services requirements. No other company could be found that could meet the entire requirement of the McDermott Library. Market Research - As part of Market Research the McDermott Library technical expert reviewed other competitors in the periodical subscription market and found none that could provide all the titles, online databases, and services needed by the library. Other competitors provide online products but do not provide periodical subscription service. Furthermore, all Higher Learning Commission and Association for the Advancement of Collegiate Schools of Business accredited colleges in Colorado were contacted. All Universities contacted stated that they use Ebsco services and although there are other sources that provide various related services, they still require EBSCO to meet their requirement. Other Facts - Having all periodicals, subscriptions, memberships and online databases provided by one vendor is a mandatory requirement for the library. They have limited human resources available and the volume of periodicals and online products required and the administrative effort to track orders and process payments coming from numerous publishers could not be supported by the McDermott Library. Interested Sources As evidenced above we could find no other company capable of meeting the requirement. Though extensive market research was conducted and a Request for Information was issued, there were no companies found to support all periodical and online products required. Steps to Foster Competition - In future acquisitions we will seek additional sources by reevaluating markets capabilities. However, current market conditions don't indicate there will be any other companies capable of providing all the periodicals and online products in the near future.

USAFA Rapid Acquisition Commercial Solutions Opening (CSO)
Solicitation # FA7000-25-S-C001
The USAFA Rapid Acquisition Commercial Solutions Opening (CSO) FA7000-25-S-C001 is an umbrella solicitation designed to acquire innovative commercial technologies and services to support the United States Air Force Academy's mission in leadership, academics, fitness, and professionalism. Operating as a CSO with Calls, this vehicle does not request proposals upon initial issuance but instead establishes a framework for future requirements. The government issues specific Calls for proposals as amendments to the CSO, with awards typically taking the form of FAR Part 12 commercial contracts or Other Transactions (OT). Proposals are evaluated based on technical merit, importance to agency programs, and funds availability, with the government seeking the best overall value. To date, the CSO has issued six distinct Calls focusing on diverse operational needs. These include strategic admissions outreach (Call 001), military exoskeleton technology to enhance warfighter lethality (Call 002), autonomous virtual perimeter monitoring for situational awareness (Call 003), and warfighter training support services for a 47-month cadet continuum (Call 004). More recent efforts include the implementation of AI-powered automated high school and college transcript processing (Call 005) and a comprehensive brand analysis to develop a Strategic Brand Roadmap (Call 006). Due to the handling of Controlled Unclassified Information (CUI), certain requirements, particularly for AI and IT solutions, restrict participation to U.S. Persons, including U.S. citizens and lawful permanent residents.
