Lifeguard Services (As-needed)

The Long Beach Unified School District is soliciting proposals for as-needed lifeguard services to support various aquatic activities, including physical education classes, competitive swim programs, and special events. The contract is scheduled to begin on January 1, 2027, and run through December 31, 2027, with the District holding the option to extend the agreement for up to four additional one-year terms. While the District estimates an annual volume of approximately 6,000 service hours, no minimum quantity of hours is guaranteed. Award decisions will be based on the overall best value rather than the lowest cost, evaluating factors such as staffing capacity, personnel qualifications, and safety records. Qualified vendors must provide certified personnel with current credentials in lifeguarding, CPR/AED for Professional Rescuers, First Aid, EpiPen administration, and bloodborne pathogens training. All staff must undergo fingerprinting and background clearances per California Education Code and tuberculosis screening. The contractor is required to maintain significant insurance coverages, including a 2 million dollar general liability aggregate and specific sexual molestation and abuse coverage. Performance will be monitored through strict service-level requirements, including a 95 percent routine-request fill rate and a 98 percent on-time arrival rate. Proposals must be submitted electronically via PlanetBids by October 9, 2026, and include a detailed written narrative, price proposal, and at least three relevant references.
