National Security Space Launch (NSSL) Enterprise Payload Processing Management (EPPM) DRAFT Request for Proposal (RFP) and Request for Information
Solicitation # NSSL_EPPM_dRFP1
The U.S. Space Force is seeking industry input through a draft Request for Proposal and Request for Information for the Enterprise Payload Processing Management initiative, which aims to unify and centralize the scheduling and procurement of payload processing services across national security, civil, and commercial missions. Currently managed ad hoc by individual System Program Offices, this effort will transition to a single, government-led process under Space Access to maximize limited processing capacity and improve schedule visibility. The planned procurement will be structured as a Multiple Award Indefinite-Delivery, Indefinite-Quantity contract with a five-year base period, featuring annual on-ramps to ensure a dynamic and competitive industrial base, allowing new entrants and existing contractors to add capabilities. Once on the IDIQ, qualified firms will compete for specific mission task orders through Fair Opportunity Proposal Requests. Responses to the draft solicitation are due by 1500 Pacific Time on August 6, 2026, and must be submitted via SAM.gov, with additional controlled documents available through DoD SAFE upon request to the designated Contracting Officer and Contract Specialist. The North American Industry Classification System code is 336414 with a size standard of 1,300 employees, and small business inquiries can be directed to the specified Small Business point of contact. The Government explicitly states this is a draft solicitation for information only, not a formal solicitation, and responses will not be considered offers or form the basis of any binding agreement. No costs incurred in response will be reimbursed. All submissions will be handled under confidentiality agreements, and proprietary information may be shared with approved support contractors performing technical and advisory services for the program office. The final RFP is projected for release in the first quarter of fiscal year 2027.

FAIRING, LAUNCHER, GUIDED MISSILE AIRCRAFT
Solicitation # SPE4A7-26-R-X989
The contract solicitation SPE4A7-26-R-X989 is for one unit of a fairing, launcher, guided missile aircraft configuration, identified by NSN 1440-01-073-2293 and part number 16S307-1, Revision K, sourced from Lockheed Martin Corporation and Alek Industries Inc. The item is subject to stringent technical, quality, and security controls, including compliance with MIL-STD-2073-1E for packaging and MIL-STD-129 for labeling, with specific bare-item marking requirements and traceability obligations. Export control regulations under ITAR or EAR apply to associated technical data, restricting disclosure to foreign persons and requiring prior authorization, with access limited to DLA contractors holding JCP certification, completing mandatory training, and receiving formal approval. Cybersecurity compliance is mandatory under CMMC Level 2, with safeguarding of covered defense information governed by DFARS 252.204-7012 and related cybersecurity clauses, including incident reporting and system protections. The solicitation is a total small business set-aside under NAICS 336414, with evaluation favoring past performance—especially SPRS assessments and historical quality records—over cost, though price remains of approximately equal importance, making it a best-value trade-off procurement rather than LPTA. Delivery is to be made within 230 days ADO under an indefinite-delivery contract structure with FOB destination terms, and performance requires strict adherence to DLA packaging standards, zero non-conformance acceptance criteria, and use of WAWF for invoicing and receiving. The contract incorporates multiple FAR and DFARS clauses covering employment equity, combating human trafficking, cybersecurity, export controls, radioactive material handling, whistleblower protections, and prohibitions on certain foreign telecommunications equipment and satellite services. Offerors must be SAM-registered with current UEI and CAGE codes, represent their small business status accurately, and comply with all special requirements including DPAS prioritization, hazardous material labeling, and disclosure of ownership ties to state sponsors of terrorism or inverted domestic corporations. Technical data submissions and compliance documentation must be submitted via DIBBS or email under 15 MB, with traceability evidence required within two days of request and alternate offers submitted within ten days if requested.

Next Generation Counter-Small UAS Missile (NGCM)
Solicitation # PANRSA-26-P-040123
The U.S. Army is seeking industry input on a Next Generation Counter-Small Unmanned Aircraft System Missile (NGCM) to enhance capabilities against Group 2 and Group 3 small drone threats through extended range, rapid launch, and reduced time-to-target. The initiative aims to develop a missile system capable of engaging targets beyond 16 kilometers at 6 kilometers altitude and up to 25 kilometers at 8 kilometers altitude, with a launch response time under five seconds from operator initiation. The missile must integrate seamlessly with the existing Coyote Launcher and compatibility with the IBCS-M architecture and multiple radar systems including KuRFS, Sentinel A3/A4, LTAMDS, PATRIOT, and TPQ-53, using an all-weather RF seeker. Development includes full design documentation, simulation tools, and performance analysis to support integration and testing under the Army’s C-UAS architecture. Vendors are invited to submit an unclassified Capabilities Brief, not exceeding ten pages, detailing their proposed solution, technical specifications, integration approach, security compliance, and supporting services such as engineering, field support, training, logistics, data analytics, and cybersecurity. Proposals must demonstrate compliance with NISP standards, including a Secret-level facility clearance and personnel with Secret clearance and COMSEC access, along with adherence to zero-trust and encryption protocols for both U.S. and Foreign Military Sales applications. All submissions must be in PDF format with a one-slide quad chart appendix and must include proper markings for proprietary or sensitive data.
