Limited Sources Justification DHS Wide Palantir Blanket Purchase Agreement

The Department of Homeland Security has established a DHS-wide Blanket Purchase Agreement (BPA) with Palantir Technologies, Inc. to procure commercial software licenses, maintenance, hosting, and implementation services across all its components, including ICE, CBP, TSA, FEMA, and USSS. The platform must support real-time analytics, unified search, biometric integration, mobile and offline functionality with automatic synchronization, role-based access controls, and scalable configuration to accommodate diverse operational needs. Migration of legacy data must occur without operational disruption, and continuous operations and maintenance must be provided throughout the life of the BPA. Evaluation is based on a trade-off methodology prioritizing mission-critical performance, security, interoperability, and long-term sustainability over cost, with the contracting officer determining Palantir offers the best value despite the absence of competition. The contract is administered from Washington, DC, with no physical deliveries or shipping terms applicable, and the government retains full authority for inspection, acceptance, and oversight.
