AI Contract Overview
The Indian Health Service is seeking to identify qualified Indian Small Business Economic Enterprises (ISBEEs) capable of providing linen and laundry services at three facilities in Oklahoma—Clinton, El Reno, and Watonga—under the authority of the Buy Indian Act, 25 U.S.C. 47, which mandates preference for Indian Economic Enterprises whenever practicable. This is a Sources Sought notice, not a solicitation, and response is voluntary with no obligation to award a contract or compensate respondents. Interested parties must submit a capability statement of no more than five pages that explicitly demonstrates experience and capacity to deliver laundry services, including cleaning, pressing, and delivering linens such as sheets, towels, gowns, and floor mats, while adhering to strict standards set by The Joint Commission IC.01.02.01 and Healthcare Laundry Accreditation Council (HLAC). All submissions must include the official Buy Indian Act Indian Economic Enterprise Representation Form and key business information including SAM Unique Entity Identifier, CAGE code, DUNS number, tax ID, socioeconomic status, point of contact details, and SAM registration confirmation. Delivery services must be performed according to detailed logistics requirements, including lift gate access at locations without docks, adherence to strict time windows for deliveries (no later than 4:15 p.m.), use of plastic-covered transport to maintain sanitary integrity, and submission of comprehensive manifests for each trip documenting linen counts, detergent type, water temperature, and personnel involved. Performance is expected to begin on June 1, 2026, with a base year and two optional one-year extensions, and the contract will be awarded exclusively to an ISBEE. All responses must be emailed to Ronay Burns at Ronay.burns@ihs.gov with the subject line “IHS1523834-LAUNDRY SERVICES” by 10:00 a.m. CST on May 19, 2026. No proprietary, classified, or sensitive information should be included, and the government reserves the right to use all submitted non-proprietary technical information in future solicitations. No formal contract clauses or pricing details are provided, and the evaluation will prioritize technical compliance and socioeconomic preference under the Buy Indian Act rather than a competitive price-based process.
