Liquid Nitrogen and Carbon Dioxide deliveries

The U.S. Food and Drug Administration’s Office of Acquisitions and Grants Services is conducting market research through a sources-sought notice to identify qualified suppliers capable of delivering liquid nitrogen and carbon dioxide to its facility in Silver Spring, Maryland. The intended performance period spans five years, beginning June 1, 2026, with the possibility of four additional option years through May 30, 2031. Deliveries must occur on a scheduled basis, including bi-weekly deliveries of 240-liter liquid nitrogen dewars, quarterly deliveries of 50-pound carbon dioxide cylinders, and annual deliveries of 20-pound carbon dioxide cylinders and high-purity nitrogen gas cylinders, with a guaranteed one-hour delivery window for all cryogenic deliveries. The products must meet specific purity standards: liquid nitrogen in certified dewars at 22 PSIG, carbon dioxide as “extra dry” grade, and nitrogen gas at either 99.995% (Grade 4.5) or 99.999% (Grade 5.0) purity. FOB destination terms apply, requiring inside delivery, installation, and connection of equipment at the lab facility in Building WO-64. Submissions must include the respondent’s Unique Entity Identifier (UEI), business size status (e.g., Small Business, VOSB, SDVOSB, etc.), evidence of past performance, technical literature, product specifications, and country of manufacture for all goods.
