Liquid Oxygen

The City of Waco is soliciting bids for the furnishing and delivery of bulk liquid oxygen and the annual technical inspection of its liquid-oxygen storage and vaporization system at the Dissolved Air Flotation Facility located at 4620 Airport Road, Waco, Texas. The contractor must supply all necessary materials, equipment, labor, and services to ensure safe, compliant operations under ANSI/AWWA B304-21 standards, including cryogenic transfer systems maintained in oxygen-clean condition free of oil, grease, moisture, or particulate contaminants. The oxygen must meet a minimum purity of 99.5% by volume and be delivered F.O.B. Destination, with title and risk of loss passing only upon actual receipt at the facility. Deliveries must occur within three business days for routine orders and within 24 hours for emergencies, with the contract term spanning one year from October 1 to September 30 and renewable for up to five additional years. The annual inspection requires a comprehensive evaluation of 13 specified system components, with a detailed written report submitted to the City. The contract employs a Best Value award methodology, evaluating proposals based on purchase price, bidder reputation, quality of goods and services, alignment with municipal needs, past relationship with the City, impact on Historically Underutilized Business (HUB) compliance, and total long-term cost—not just the lowest price. Bidders must submit a complete proposal including all forms from Appendix C such as Conflict of Interest, HUB Certification, and Debarment Certification, along with technical documentation like Safety Data Sheets, Certificate of Analysis, delivery equipment specifications, and a Supply Continuity Statement identifying primary and alternate sources for oxygen and emergency contacts. Contractors must maintain 24/7 emergency response capability, ensure all personnel are properly licensed and trained for hazardous material handling, and strictly adhere to safety protocols prohibiting tampering with safety devices or introducing foreign substances into the City’s system. Proposals must be submitted electronically via the City’s Bonfire portal or in sealed hard copy by 11:00 a.m. Central Time on August 20, 2026, and must include a Unified Entity ID and evidence of HUB status where applicable. All documentation must be traceable, properly labeled, and accompanied by verified delivery records with calibrated measurements in CCF, with the City retaining full authority to inspect, sample, and reject nonconforming deliveries at the point of transfer.
