Liquified Petroleum (LP) Gas

Gainesville Regional Utilities (GRU) is soliciting bids under ITB 2027-012 for the supply, delivery, and unloading of liquefied petroleum (LP) gas at designated sites within the GRU service area, including locations such as Newberry Oaks, Kanapaha Oaks, and The Grove. The contract term is set to run from February 1, 2027, through January 31, 2030. Pricing is determined by a charge per gallon above the rate published in BPN's Weekly Propane Newsletter. The selected contractor must maintain a continuous fuel supply, adhering to a winter schedule (September to March) with twice-weekly inspections and a 40% minimum tank capacity, and a summer schedule (April to August) with inspections during the first and third weeks of each month and a 30% minimum capacity. Emergency response requires fuel restoration within two hours of notification. Awarding is based on the lowest responsive and responsible bidder, with GRU evaluating financial statements, past performance, and equipment availability. Required submission documents include a Pricing Response Form, Respondent's Certification Form, a Drug-Free Workplace certification, and three years of Experience Modification Rate (EMR) documentation. The contract includes strict compliance with Florida Statutes regarding anti-human trafficking, public entity crimes, and the prohibition of considering social or ideological interests in contracting. Additionally, the contractor must perform visual inspections of tanks and valves before each filling and maintain cyber liability insurance if accessing GRU systems. Payment terms are net thirty days from the receipt of a correct itemized invoice.
