NAVSUP Fleet Logistics Center Norfolk is soliciting locksmith support services for the Joint Staff Security Office in Hampton Roads, Virginia under solicitation N0018926QD068, a 100% service small business set-aside governed by FAR 12. The contract is a firm-fixed-price arrangement with a base period from July 1, 2026, through June 30, 2027, and four one-year option periods extending through June 30, 2031, with a maximum total duration of 60 months. Services include routine maintenance, emergency on-call response within two hours, key duplication and re-keying, master key system management, hardware installation, door alignment, padlock assessments, and security consultations. All contractor personnel must be U.S. citizens with a favorably adjudicated T3, T3R, or equivalent background investigation; interim clearances are prohibited. Employees must comply with HSPD-12 for personal identity verification, maintain CAC readiness, and adhere to NIST SP 800-171 requirements for safeguarding covered defense information and reporting cyber incidents. Contractor staff handling Controlled Unclassified Information must complete initial and annual training and follow DoD directives on CUI handling and dissemination. The contractor must designate a Security Representative within three workdays of award and notify the government of any changes. All work must comply with DOD Lock and Key program standards, DCJS certification requirements, and the 2015-4341 Rev-34 Wage Determination. Invoicing is exclusively through Wide Area WorkFlow (WAWF), with payments routed via DoDAAC HQ0663 at the Joint Staff Support Element in Suffolk, Virginia. Evaluation is on a Lowest Price Technically Acceptable basis, with technical acceptability as a pass/fail threshold, followed by past performance evaluation using the Supplier Performance Risk System and price. The place of performance and inspection/acceptance location is the same, and all line items are subject to F.O.B. Destination terms. The solicitation requires representation of small business status, UEI and CAGE codes, and certifications through SAM, but no formal attachments or detailed packaging, marking, or barcoding requirements are specified.
