This is a PRE-SOLICITATION NOTICE, otherwise known as a SYNOPSIS (SUMMARY). The solicitation pertaining to this notice will not be available until APPROXIMATELY TEN DAYS from the date of this notice. Contractors should not call the contract specialist seeking the solicitation as it will not be available until APPROXIMATELY TEN DAYS after this notice. The United States Marine Corps Base Quantico; Regional Contracting Office - National Capital Region (RCO-NCR) has a requirement for the procurement of Logistics, Facilities, and Program Management support services in support of the Marine Corps Network Operations and Security Center (MCNOSC). The Contractor shall perform the majority of work located at MCB Quantico, VA. This acquisition will be solicited as a 100% Small Business set-aside utilizing Federal Acquisition Regulation (FAR) Part 19, Small Business Programs and Part 15, Contracting by Negotiation procedures, pursuant to Part 12, Commercial Items. All responsible Small Businesses may submit a bid, proposal, or quotation, which shall be considered by the agency. The Government's intent is to award a firm-fixed price contract, with award anticipated no later than 28 June, 2013, utilizing a Performance Based Statement of Work. The period of performance will be a ten (10) month base period and will include a twelve (12) month option period and a six (6) month option period. FAR Clause 52.217-8 will be included in contract award making the overall period of performance up to thirty-four (34) months. The NAICS code for this requirement is 541611 - Administrative Management and General Management Consulting Services. Any interested Contractor must be registered in the System for Award Management (SAM) at WWW.SAM.GOV. Any prospective bidder's SAM registration must include the applicable NAICS code 541611 for this acquisition. The due date and time for submission of proposals will be specified in the solicitation. The solicitation will be available on or about 15 May 2013. Offerors shall be responsible for monitoring the website for amendments to the solicitation until it closes. The RFP must be retrieved and downloaded from FedBizOpps at WWW.FBO.GOV. No hard copies of the RFP will be issued. All amendments will be posted and must be retrieved from this website. No solicitation mailing list will be compiled. Facsimile and E-mail submission will not be accepted.
