Long Beach Amphitheater Project – Harbor Development Permit No. 25-061

The Port of Long Beach has approved Level II Harbor Development Permit 25-061 for the City of Long Beach Economic Development and Opportunity Department to construct an amphitheater event venue. Located on an existing parking lot within the Queen Mary leasehold on Pier H in the Long Beach Harbor District, the venue is designed to host live entertainment, performances, and community events with a total capacity of up to 12,000 attendees. The project scope includes the development of a main performance stage, seating, concessions, restrooms, lounges, and administrative offices, as well as the construction of a Southern California Edison substation to support operations. Initial work will involve site clearance, grading, preparation activities, and minor modifications to underground utilities. The project is exempt from further environmental review under CEQA Guidelines Section 15183, as it aligns with the City of Long Beach General Plan and its certified Environmental Impact Report. Compliance requirements include adhering to South Coast Air Quality Management District rules and implementing best management practices to reduce air pollutants. Additionally, the project mandates noise mitigation measures during construction and requires bird nest surveys during the nesting season prior to the start of construction activities.
