This solicitation is set-aside 100% for competition within the Woman Owned Small Business (WOSB) program to meet the Government’s requirement for a turnkey, commercial solution to deliver a fiber optic cable extending from the United States (US) Army Adelphi Laboratory Center Building 205, Room 1D-028B to Arnold Engineering Development Complex (AEDC) Operation Location B, at White Oak, MD, Building 405, Room 13110, as outlined in the Statement of Work (SOW).


Competition within the WOSB program is further restricted to the following SBA certified program participants:
1. Fiber Business Solutions Group, Inc. (CAGE Code 523Z5)
2. TJS Group, Inc. (CAGE code 7RAR4)


On 1 April 2026, a Sources Sought Notice was posted to the System of Award Management (SAM.gov) (Notice ID:FA910126QB0XX_Long_Haul_Fiber_Optic_Cable _Install) with a response due date of 15 April 2026 at 1:00 PM Central Time. Of the responses received from small business vendors, two were identified as WOSBs. To support WOSB goals within the agency, the two WOSBs were exclusively invited to a virtual information exchange to learn more about the project requirements and to participate in a live Q&A session. Upon conclusion of the event, both WOSB’s reaffirmed their intent to submit a quote in response to a solicitation. Due to their unparalleled understanding of the requirement that resulted from the virtual information exchange, it is in the best interest of the Government to restrict competition within the WOSB program to the two WOSB vendors.


The subject requirement is being met using manufacturing NAICS code 335921, Fiber Optic Cable Manufacturing, business size standard of 1,000 employees, as the requirement is considered a supply with incidental services. A search of the SBA’s applicable NAICS codes for WOSB set asides confirmed the NAICS code can be used for a WOSB set-aside up to $6.5M; it is not anticipated the requirement will exceed the threshold.


In accordance with R-DFARS 219-104-3(e)(2), the Nonmanufacturer Rule does not apply to this WOSB set aside as the NAICS code is listed on the SBA Class Waiver list dated June 2022. As a result, small businesses are not required to supply products manufactured by another small domestic business; instead, they can supply products manufactured by companies of any size.

The Government intends to award a single, Firm-Fixed-Price purchase order to the responsible offeror whose quote, conforming to the solicitation, represents the Lowest Price Technically Acceptable (LPTA).
