This Sources Sought notice is being posted to satisfy the requirements of Defense Federal Acquisition Regulation Supplement (DFARS) 206.103-170(d). The notice issuance is for market research in accordance with FAR Part 10 and FAR 153101(C). This notice does not constitute a Request for Proposal (RFP) or a commitment to issue a solicitation.


The Naval Air Systems Command (NAVAIR) is conducting market research to identify qualified and capable sources to support the Long-Range Anti-Ship Missile (LRASM) program. The Government is seeking potential contractors to provide supplies and services for product improvement and upgrades; material obsolescence; software development/ updates; follow-on support; capability improvement testing; Engineering Change Proposals (ECPs); production support tasks; spares; training support/ materials; trade studies/ engineering analysis; sustainment; product support; upgrades to support equipment, special tooling and test equipment; and other ancillary support. The projected ordering period is five (5) years. Anticipated award is in calendar year 2027.



To assist the Government in determining the appropriate acquisition strategy (including potential small business set-asides under FAR Part 19), interested parties must submit a Capability Statement (not to exceed 10 pages) addressing the following:


  1. Technical Approach: Describe your company's experience and approach to performing complex missile systems engineering, software integration, and logistics support.
  2. Technical Data Package (TDP) Access: Address your company’s capability to perform the required work in the absence of a government-furnished, unrestricted TDP, or outline what proprietary data rights would be required from the Original Equipment Manufacturer (OEM).
  3. Facilities & Security: Confirm your company possesses or has the capability to obtain an active Secret Facility Clearance and securely store/process Controlled Unclassified Information (CUI) prior to any proposal submission.
  4. Business Size: State your business size status under NAICS 336414: Other Than Small Business (OTSB) or Small) and applicable certification(s) in any socioeconomic concern (i.e, SDB, HubZone, SDVOSB, WOSB, 8(a), etc.).

All responsible sources that submit a capability statement shall be considered by the agency. At this stage in the acquisition planning process, no additional technical data or draft solicitation materials are available. A determination by the Government not to compete this effort, based upon responses to this notice, is solely within the discretion of the Government.


There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a delivery order for the effort mentioned above.  Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
