The Missile Defense Agency (MDA) is preparing to award a sole source contract to Lockheed Martin Corporation for the development, sustainment, and testing of the Long Range Discrimination Radar (LRDR), a critical component of the Missile Defense System’s architecture. This contract will support ongoing system development, hardware and software sustainment, and test activities for various increments of the Missile Defense System, including Increments 6C/7, 8/9, and 10. Lockheed Martin, as the original prime contractor for LRDR, is uniquely positioned to continue this work given its existing responsibilities for development, manufacture, installation, and product support of the LRDR. The sole source award is being made under the authority of FAR 6.302-1(a)(2)(ii) due to the highly specialized nature of the services and the low likelihood that other sources could meet the requirements without unacceptable delays. The contract efforts are essential to meet Warfighter requirements and schedules, requiring continuation prior to full verification and validation of the LRDR Technical Data Package and software. The work will be performed primarily at locations including a site in Alaska associated with system deployment. The MDA emphasizes its commitment to small business participation and encourages interested companies to explore subcontracting opportunities with Lockheed Martin. The contract is issued by the MDA’s Ground Sensors Directorate, based in Huntsville, Alabama, and points of contact are available for questions and coordination related to this presolicitation notice.

Synopsis: The Missile Defense Agency's (MDA) has a Long Range Discrimination Radar (LRDR) Development, Sustainment and Testing contract requirement. The work required under this acquisition is in support of MDA's Ground Sensors Directorate. The requirements of this contract action will continue support of the LRDR development, which supports the Missile Defense System's Architecture. The Missile Defense Agency (MDA) intends to issue a sole source solicitation to Lockheed Martin Corporation, 199 Borton Landing Road, Moorestown, New Jersey, 08057 under the authority of FAR 6.302 (a)(2)(ii). This modification will incorporate the Missile Defense System's LRDR Development, Sustainment and Testing Requirements. The efforts needed to meet the LRDR requirements include, but are not limited to System Development and Fielding support for Missile Defense System Increment 10; Hardware and Software Sustainment Warfighter support for fielded Missile Defense System Increments 6C/7, 8/9 and 10; and Test Support for Missile Defense Increments 6C/7, 8/9 and 10. Lockheed Martin will be solicited on a sole source basis pursuant to the authority of FAR 6.302-1(a)(2)(ii), as the resulting contract is for highly specialized supplies and services where it is likely that award to any other source would result in unacceptable delays. Lockheed Martin is the LRDR prime contractor and the original source for the LRDR, a major weapon system that addresses Missile Defense System Homeland Defense and Warfighter requirements. Lockheed Martin is currently under contract for LRDR development, manufacture, installation, and product support. In order to meet the Warfighter's requirement and schedule, the continued development, software production, continued Operation & Sustainment must commence prior to the verification and validation of the LRDR Technical Data Package (TDP) and software. This Pre-solicitation Notice/Notice of Intent is not a request for proposal or quotations. Questions concerning this notice should be addressed to the PCO, Ms. Kimberly Black at Kimberly.black@mda.mil. Small Business Participation: MDA is committed to providing small businesses with maximum practicable opportunities to participate in MDA prime contracts and subcontracts. Companies interested in subcontracting opportunities may contact the Lockheed Martin Contract Manager, Mr. Robert Nolfi, at robert.g.nolfi@lmco.com.

Missile Defense Agency - Nimble Options for Buying Layered Effects (NOBLE) Announcement
Solicitation # HQ0860-25-S-0001
The Missile Defense Agency Nimble Options for Buying Layered Effects (NOBLE) Announcement, solicitation number HQ0860-25-S-0001, is an overarching acquisition strategy active from March 27, 2025, through March 27, 2030. Rather than a single contract, it serves as a consolidated framework to rapidly develop, prototype, and field disruptive missile defense technologies across the entire kill chain. The program focuses on three primary technical areas: Kinetic and Hypersonic Defense for cost-efficient interceptors, Command, Control, and Battle Management utilizing AI and quantum computing, and Space-based Sensors, Interceptors, and Effectors to maintain space domain awareness. Under this framework, the MDA will release individual solicitations using various authorities, including FAR-based procurement contracts and Other Transaction (OT) agreements. Each individual solicitation will define its own specific technical requirements, evaluation criteria, funding levels, and submission deadlines. Interested parties must be registered in the System for Award Management (SAM) and are directed to monitor SAM.gov and the MDA Opportunity Marketplace for new opportunities, such as the Mobile Integrated Launch Capability, Low-Cost Kill Vehicle, and Shipborne Phased Array Instrumentation Radar. All offerors are subject to Organizational Conflict of Interest rules per FAR Subpart 9.5 and DFARS Subpart 209.5. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program, with some efforts requiring secure interfacing with classified systems. All unclassified communications regarding the NOBLE program should be directed to MDA-NOBLE@mail.mil.

Mobile Integrated Launch Capability
Solicitation # 26-MDA-12366
The Missile Defense Agency (MDA) is soliciting innovative and cost-efficient alternatives to current air drop C-17 target launches through the Mobile Integrated Launch Capability (MILC) program. The objective is to develop mobile launch platforms capable of deploying short to long range target missile systems from any location worldwide to increase launch cadence and reduce costs. This effort is structured in two phases: Phase I focuses on detailed design, engagement analysis, and prototype costing with an objective performance period of three to six months; Phase II involves prototyping, ground testing, and the delivery of one launch platform for a target vehicle system launch, with an objective performance period of twelve to twenty-four months. The solicitation is open to large and small businesses, non-traditional defense contractors, and accredited educational institutions. Interested parties must submit white papers detailing their technical approach, design concepts, and a Rough Order of Magnitude cost estimate. Selection is based on a two-step process evaluating technical merit, innovation, potential utility to agency programs, schedule, and lifecycle cost. Awardees must possess an active Secret Facility Clearance and adhere to strict cybersecurity and Controlled Unclassified Information (CUI) marking requirements. The MDA will consider various contract types, including fixed price and cost reimbursement, as well as Other Transaction (OT) Agreements.
