Amendment 1


The purpose of this amendment is to post answers to questions submitted during the question period.


  1. Has this requirement been performed by another contractor recently? If so, what were common challenges from your point of view? Answer: Yes, there have been recent evolutions with no challenges.  
  2. What’s the expected number/frequency of Task Orders? Is there historical data on annual cargo volume? Are there guaranteed minimums or is it purely as-needed? Answer: Frequency is estimated at 3-6 evolutions per year, average 2-day events. Task Orders will be issued as needed. There is no historical data on cargo volume. As indicated in the solicitation, the proposed action is an Firm Fix Priced (FFP) Indefinite Delivery Requirement (IDR) IAW RFO FAR 16.503. There is no minimum guarantee. However, all orders must go to the contract awardee.
  3. Is this a firm-fixed-price per Task Order, or are there unit rates for labor/equipment? How do we handle surge requirements or overtime? Answer: FFP, per task order. The Quote submittal sheet will be used through the entirety of the contract. Also, pricing submitted in the quote submittal sheet will be used for price comparison to prices paid from recent offloads under the historical IDIQ contract that contains recent market rates for each labor category within the quote submittal sheet.

The Request for Quote (RFQ) number is N0060426Q4033. This solicitation documents and incorporates provisions and clauses in effect through FAC 2026-01 and DFARS Publication Notice 20251011. Submission Requirements


Technical Submission:


  1. The Quoter is to provide a technical narrative demonstrating the Quoter’s understanding of the performance objectives as outlined within the Performance Work Statement (PWS). Additionally, the Quoter shall demonstrate its corporate knowledge and management capabilities to satisfactorily meet the requirement, to include its ability to recruit and retain contractor personnel.

Price Submission:


  1. The Quoter shall submit their pricing using attachment 3, Quote Submittal Worksheet. The Quoter shall provide pricing for each of the individual items (amber data cells) within respective worksheets for all option periods.

Evaluation of Quotes


In accordance with FAR Part 12, the Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: 


Technical:


  1. To be considered technically capable the quoter must be capable of meeting the requirements outlined in the PWS and take no exception to these requirements. Submittal of quote serves as quoter taking no exception to the PWS.

Price:


  1. The Government may evaluate any and all information submitted by the quoter to support the reasonableness of the prices proposed. The method of price evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer.
  2. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

Past Performance:


  1. When evaluating quotes, the Contracting Officer will review Quoter past performance using a variety of available resources (e.g. CPARS, SPRS, FAPIIS, SAM) as part of a responsibility determination. Quoters shall not be determined responsible or non-responsible solely based on a lack of relevant performance history.
