DESCRIPTION OF ACTION: Purchase of a Lookout Tower Camera to Forest Technology Systems (FTS) LTD for the estimated approximate cost of $23,000.00. 3. DESCRIPTION OF SUPPLIES: Purchase and delivery of a tri-leg self-supporting mast with pan, zoom, tilt camera with self-contained power and networking equipment in order to enhance the situational awareness of forest managers by being able monitor forest activities remotely. This will include delivery and set up as well as an annual service to maintain software updates and troubleshoot issues with network functions. 4. APPLICABILITY OF AUTHORITY: Through market research two contractors were found to be able to provide the required camera. One of the contractors has admittedly allowed their System for Award Management (SAM) registration to lapse with no intention to reactivate. Per FAR 52.204-13, SAM registration is required for contractors to received awards from the federal government. The other contractor is a current GSA schedule contract holder and currently attempting to get this lookout camera system onto their GSA contract schedule. 6. EFFORTS TO OBTAIN COMPETITON: Market research via GSA Advantage and searches on the internet only produced two contractors in this very small niche industry: FTS and EnviroVision. 7. FAIR AND REASONABLE COST: Through comparison of the breakdown of the line item parts list from the quote provided through online searches and personal knowledge of similar parts the quote is determined to be fair and reasonable. 8. MARKET RESEARCH: Searches of mandatory sources revealed no available items that match this requirement. Additional online searches and an SBA Dynamic SB search were conducted for research purposes. 9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION: None. 10. INTERESTED SOURCES: FTS is the only known source that provides this item with the required mandatory registrations and qualifications to conduct business with the government. 11. STEPS TO FOSTER COMPETITION: The CNF contracting office thoroughly investigates each procurement request to ensure maximum competition. If this requirement should arise again in the future, market research will again be performed to see if additional organizations have entered this marketplace. 12. CONTRACTING OFFICER'S CERTIFICATION: I hereby certify that the above justification is accurate and complete to the best of my knowledge and belief.
