The Department of Health and Human Services, National Institutes of Health (NIH), conducted a streamlined competition under OMB Circular A-76 for Data Maintenance, Administrative Activities, and Computing Services, encompassing tasks such as data entry, reconciliation, integrity assurance, and user support for data retrieval. After completing the study and certifying the streamlined competition form on June 24, 2005, the decision was made to retain the performance of these functions in-house rather than outsourcing them. This means that NIH will continue managing these services internally to maintain operational control and efficiency. Following the decision, the Contracting Officer will formalize the arrangement through a Letter of Obligation with the senior manager responsible for overseeing these functions. In line with the revised OMB Circular A-76 effective from May 29, 2003, the outcome of this streamlined competition is final and not subject to challenge or contest by any party. This process reflects NIH’s commitment to adhering to federal guidelines while ensuring continued support and integrity of its critical data services.
