The U.S. Army Contracting Command at Picatinny Arsenal, representing the Project Manager for Towed Artillery Systems, plans to establish a Performance Based Logistics (PBL) contract to support the M777A2 Lightweight 155MM Howitzer utilized by both the U.S. Marine Corps and Army. This initiative involves a comprehensive, competitive procurement process with a planned contract award in fiscal year 2013. The contract will be structured as a ten-year Fixed Price Incentive Fee agreement, encompassing a one-year base period and nine one-year option periods. The selected contractor will serve as the sole Product Support Integrator, responsible for a broad range of sustainment activities including program management, engineering, technical data management, logistics, and supply support. Performance measurements under the contract will incentivize key factors such as howitzer reliability and parts distribution turnaround times. To finalize the Statement of Work and gather industry input on performance requirements and incentive structures, a Pre-Solicitation Conference was scheduled for June 9, 2011, at Picatinny Arsenal. Attendance required pre-registration and was limited in capacity, though participation was encouraged but not mandatory for proposal submission. The Product Support Integrator will also need to establish Performance Based Agreements with relevant government agencies engaged in M777A2 sustainment, such as TACOM, MARCORLOGCOM, and the Defense Logistics Agency, ensuring coordinated support to meet Warfighter needs. The contracting and program offices explicitly stated that they would not cover any costs associated with attending the conference, and they emphasized the importance of collaboration and feedback from industry to optimize sustainment outcomes for this critical artillery system.
