M8E1 Chemical-Biological Protective Shelter (CBPS)

Awarded on March 7, 2016, by the U.S. Army Contracting Command - Rock Island, this sole-source two-year contract was granted to Smiths Detection, Inc. for the production of M8E1 Chemical-Biological Protective Shelters at the Pine Bluff Arsenal in Pine Bluff, Arkansas. The agreement was authorized under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, identifying Smiths Detection, Inc. as the only responsible source capable of meeting the production schedule in its capacity as the original equipment manufacturer. The contract is structured to provide one year of startup services on a Time-and-Materials basis, followed by a second year dedicated solely to component supplies on a Firm-Fixed Price basis. Startup services encompass production line set-up, the provision of technical assembly documentation, and on-site technical assistance and training. Component supplies include a comprehensive range of critical, high-risk, medium-risk, low-risk, and no-risk components, as well as necessary cable assemblies required for the assembly of the shelters.
