Request for Lease Proposal (RFLP) Enhanced Use Lease Project Nellis Air Force Base, NV
Solicitation # AFCEC-26-R-0007
The Department of the Air Force is soliciting proposals through a Request for Lease Proposal (RFLP AFCEC-26-R-0007) to establish a long-term ground lease for approximately 51.1 acres of land located just outside the fence line of Nellis Air Force Base in North Las Vegas, Nevada. The goal is to select a qualified Offeror to finance, develop, construct, own, and operate private commercial improvements on the property under an Enhanced Use Lease (EUL), with the Government retaining ownership of the land. Proposals must align with seven key objectives: optimizing use and financial return to the Government, minimizing risk and environmental impact, ensuring compatibility with military missions and adjacent operations, adhering to commercial best practices, and fostering positive community relations. The solicitation is open until September 10, 2026, and responses must be submitted electronically or by hard copy, with a maximum proposal size of 40 narrative pages and a 10 MB file limit for electronic submissions. Offerors are required to include detailed project descriptions, financial pro formas, organizational experience, and an integrated project schedule, with no numerical weights assigned to evaluation factors—instead, selections will be based on best value, integrating assessments across four critical factors: project description, return to the Government, organization and capability, and project planning. The evaluation process is structured in two phases: initial assessment and ranking of submitted proposals followed by lease negotiations with the top-ranked offeror. Proposals will be assessed using color-based ratings—Blue for exceptional, Green for acceptable, Yellow for marginal, and Red for unacceptable—with any Yellow or Red-rated submissions potentially excluded. Mandatory compliance with Federal labor statutes such as Davis-Bacon and the Contract Work Hours and Safety Standards Act is required, and these clauses must flow down to all subcontractors. Additional special requirements include strict prohibitions against previously engaged RESS/PRESS contractors for ten years, disqualification of entities with significant ownership tied to terrorist countries, retention of all water rights by the Government, and sole responsibility of the lessee for emergency services. Offerors must provide legal documentation, audited financial statements, organizational charts, certificates of good standing, and signed compliance statements with mandatory clauses. No small business set-asides are in effect, and neither size status nor socioeconomic certifications are required. The Government will not provide payment office details, invoicing systems, or contract administration personnel identifiers beyond the primary and secondary points of contact.
