The City of Madison, Alabama invites interested contractors to submit sealed bids to the above noted address for the award of a contract for the Madison City Hall Renovation project. Bids must be submitted by the time and date specified above, at which time those bids will be publicly opened and read in Conference Room 130 at Madison City Hall. Each bidder is responsible for mailing or hand delivering its bid so that it will be received at the above address and location at or before the time of the specified bid opening; bids received after that time will not be considered. 
Prequalification is required for this project. Only contractors who have been approved to bid pursuant to prequalification procedures and criteria established by the City will be eligible to bid the project. Prequalification procedures and criteria are available to download at www.madisonal.gov under the Open Bids tab. The deadline for submission of prequalification documents is 2:00 p.m. local time on Wednesday, September 30, 2026. Late submissions will be rejected.
The City will conduct a mandatory Pre-Bid Conference for all prequalified contractors on Wednesday, October 14, 2026, at 2:00 p.m. local time in Conference Room 130 at Madison City Hall located at 100 Hughes Road, Madison, Alabama 35758. A tour will be conducted after the meeting. Attendance at the mandatory Pre-Bid Conference is required in order for a prequalified contractor to submit a bid on this project.
The project consists of an interior renovation of the existing Madison City Hall building located at 100 Hughes Road. The renovation scope encompasses approximately 27,300 square feet of the existing facility and includes mechanical, electrical, plumbing, and interior finish upgrades. The project will begin with a sixty (60) calendar-day procurement phase, followed by six (6) construction phases. Each construction phase is scheduled for completion within ninety (90) calendar days with dedicated time to allow for employee relocation between phases. 
All work is to be performed per the general and technical specifications and plans contained in the Invitation to Bid packet. To be eligible for award, submitted bids must be completed on original bid forms provided in the bid packet and may not be faxed or emailed. Only properly licensed general contractors per Alabama law may submit a bid.
