This Pre-solicitation Notice is hereby issued in accordance with (IAW) RFO FAR Part 5.101.  This notice serves to announce Indian Health Service’s (IHS) intent to solicit a brand-name, firm-fixed-price, commercial off-the-shelf (COTS) purchase order for an annual Magnet Forensics AXIOM Cyber software subscription and technical support.  The anticipated period of performance is one base period (12 months) and four option periods.  This requirement will support IHS Division of Information Security (DIS), which provides an agency-wide secure and trusted information technology environment that supports IHS’s commitment to serving and partnering with American Indian and Alaska Native (AI/AN) populations.



The intended set-aside preference is for Indian Small Business Economic Enterprise (ISBEE) vendors IAW the Buy Indian Act.  The ISBEE vendor shall be an authorized value-added reseller (VAR) of Magnet Forensics AXIOM Cyber software.  The ISBEE authorized VAR shall provide procurement facilitation, software license management, project management support, security engineering advisory, and ongoing technical support across the purchase order’s entire period of performance.



IHS DIS has determined Magnet Forensics AXIOM Cyber software to be the best COTS available software solution for the comprehensive Digital Forensics and Incident Response (DFIR) requirement.  Magnet Forensics AXIOM Cyber software will replace legacy forensic tooling across multiple vendors with a single integrated DFIR platform that is directly aligned with IHS’s multi-cloud environment and geographically dispersed workforce.



THIS PRE-SOLICITATION NOTICE IS NOT A REQUEST FOR COMPETITIVE PURCHASE ORDERS; however, interested firms may submit a capability statement in response to the above requirement by 5:00 PM Eastern Time on 03 August 2026, to Dan Poehling, Contracting Officer, at daniel.poehling@ihs.gov.  A determination not to open competition-based responses to this notice is solely within the discretion of the Government.
