The Department of Health and Human Services, through the Office of Mission Acquisition Solutions on behalf of the National Institutes of Health and the National Institute of Allergy and Infectious Diseases, intends to award a firm-fixed-price contract to Genedata (USA), Inc. for a 12-month renewal of the Genedata Analyst bioinformatics software. This acquisition is conducted under FAR Part 12 for commercial products and FAR Part 6.103-1, identifying Genedata as the only responsible source capable of meeting the requirements. The software is essential for the Viral Pathogenesis and Evolution Section to maintain continuity in its research on respiratory viral disease, vaccine development, and antiviral therapies, specifically by utilizing over 100 million historical gene-expression data points. Genedata Analyst provides critical capabilities for the statistical modeling of multi-omics data, including linear and nonlinear normalization methods such as LOWESS and Quantile Normalization. The software supports advanced analytical functions including parametric and non-parametric testing, mixed linear models, Principal Components Analysis, and machine learning tools like Decision Trees and Partial Least Square analysis. Additionally, it offers interactive visualization tools such as heat maps, scatter plots, and tree maps to support the identification of biomarkers and biological network characterization. The government is seeking capability statements from interested parties by September 14, 2026, to determine if a competitive procurement is warranted.

The Indian Health Service intends to acquire an annual subscription to Magnet Forensics AXIOM Cyber software along with associated technical support under a firm-fixed-price commercial off-the-shelf purchase order, with a base period of one year and four optional one-year renewal periods. This procurement is designated exclusively for Indian Small Business Economic Enterprise vendors who are authorized value-added resellers of the software, in alignment with the Buy Indian Act, and these vendors must provide full lifecycle support including license management, project coordination, security engineering guidance, and ongoing technical assistance. The software will serve as the agency’s unified digital forensics and incident response platform, replacing outdated tools across multiple vendors to better support IHS’s multi-cloud infrastructure and geographically distributed workforce through the Division of Information Security. This pre-solicitation notice is not a competitive request for proposals but serves to gather information from interested ISBEE-capable vendors, who may submit a capability statement by 5:00 PM Eastern Time on August 3, 2026, to the designated contracting officer. This Pre-solicitation Notice is hereby issued in accordance with (IAW) RFO FAR Part 5.101.  This notice serves to announce Indian Health Service’s (IHS) intent to solicit a brand-name, firm-fixed-price, commercial off-the-shelf (COTS) purchase order for an annual Magnet Forensics AXIOM Cyber software subscription and technical support.  The anticipated period of performance is one base period (12 months) and four option periods.  This requirement will support IHS Division of Information Security (DIS), which provides an agency-wide secure and trusted information technology environment that supports IHS’s commitment to serving and partnering with American Indian and Alaska Native (AI/AN) populations.

The intended set-aside preference is for Indian Small Business Economic Enterprise (ISBEE) vendors IAW the Buy Indian Act.  The ISBEE vendor shall be an authorized value-added reseller (VAR) of Magnet Forensics AXIOM Cyber software.  The ISBEE authorized VAR shall provide procurement facilitation, software license management, project management support, security engineering advisory, and ongoing technical support across the purchase order’s entire period of performance.

IHS DIS has determined Magnet Forensics AXIOM Cyber software to be the best COTS available software solution for the comprehensive Digital Forensics and Incident Response (DFIR) requirement.  Magnet Forensics AXIOM Cyber software will replace legacy forensic tooling across multiple vendors with a single integrated DFIR platform that is directly aligned with IHS’s multi-cloud environment and geographically dispersed workforce.

THIS PRE-SOLICITATION NOTICE IS NOT A REQUEST FOR COMPETITIVE PURCHASE ORDERS; however, interested firms may submit a capability statement in response to the above requirement by 5:00 PM Eastern Time on 03 August 2026, to Dan Poehling, Contracting Officer, at daniel.poehling@ihs.gov.  A determination not to open competition-based responses to this notice is solely within the discretion of the Government.
